App navigation: re-style unified search bar

Sub-issue of #59888
Apply the styling from the design mockups to the unified search input (border, padding, placeholder wording) and tweak the search dialog so it sits flush at the top of the app container, wider than the input by 4× its border radius.
Keep in mind BITV compliance: the search bar has to be usable at 320 px screen width.
