Add a cache directory

Add a cache directory: User can set a _cache_directory_ to store files temporarily. And the Nextcloud Server will move files in cache into data folder when the device of data folder is not busy or at a schdule time.
Then users can set the cache_directory into an SSD and data folder into an HDD. Users can enjoy a high upload speed and a large space to put data.
