Generate script to create a local repro environment

Context
We want to make it dead simple to spin off a reproduction environment from a given bug report. To that end, we should generate a simple shell script which, at a minimum allows to launch the JAR of the appropriate Metabase version, or allows to pull the appropriate source from the Metabase repo.
We can later iterate on the simplest version of this to have this script expecting some bug repro routine being available to launch from within package.json or something, but that's outside the scope of this specific issue.
