Apply choosen tax rate on surcharge, even with line item taxes

When line item taxes option is chosen, it's not possible to use any tax rate on surcharge, even if the option for that surcharge is selected.

Moreover, it's a problem because there are lots of different IVA tax rates (10 in France), so with the invoice taxes, the option of auto calculation of taxes from tax settings page doesn't work because there are only two of the many rates in use (20% and 5,5%, but not 10%, 2,1%, etc.).

So it would be better I think to be able to chose the tax rate to apply on the surcharge if apply tax is chosen. Just as with the products when item taxes option is chosen.
