I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature
Rotating one photo on web currently takes three steps. Press e to open the editor, press [ or ] to rotate, then press Enter to save. For a single 90 degree correction I'd like one keypress, or one menu item, in the viewer that applies the rotation directly. It would use the existing non-destructive edits, so it can still be reverted in the editor.
Suggested binding: [ and ], matching the editor, since I believe r and l are already used in the viewer.
Scope: web, still images only (the editor already excludes live photos) as batch rotation is out of scope (#25964)
