New Tool, Picture creation Data check

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

A tool that checks picture creation metadata for problems.
In this case check if a recording date is available on a photo and if not, if the Filename contain a date.
In this case, the tasklist in this tool is filled and user could accept or not, if a picture should get set the date with the found date.
