Manage Location filters too broad

I have searched the existing issues, both open and closed, to make sure this is not a duplicate report.

The bug

When opening "Utilities -> Manage location" there is a filter, but it triggers right when I select the year, and it takes really long to load as there are way too many photos without location in the year. It would be better to allow first select the required criteria and then a button to apply filter.
