Info panel should appear below the buttons, and not shift them

I have searched the existing issues, both open and closed, to make sure this is not a duplicate report.

The bug

Steps to reproduce: install via recommended docker compose provided files, attach some media via external library. Go to web. Click an image.

You will see something like this

Click the circled i symbol

Result: buttons will shift to the left, in their place will appear the info panel like this:

Expectations:
Info panel DOES NOT interfere with buttons, appears BELOW the buttons row, like this:

This is imho a design bug.
