[Feature] [UI] Placement of "create X" buttons

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request. • Yes The feature A few ideas on improving the UX for creating new users: When I wanted to add a user to my instance through the browser UI I had to look far too long for the correct button. Starting with the Administration button being hidden behind my user-icon (I don't see any harm in adding it to the menu on the left below Trash) my eye was drawn to the list of users (well, just me) and then I had to look back into the upper right corner to find the "create user" button. The external libraries view gets it's own card when there isn't one yet and that'd be nice for the user page as well when there's only the admin user. A card with some explanation what an added user can do, that albums need to be shared afterwards etc. I'd even have a second "Create user" button right under the list, it feels a lot mo…
