[Feature] Trigger additional welcome emails

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

It would be nice to trigger an additional welcome email. This could be done manually, during a password reset, or email change. Maybe a checkbox when you reset the password or change the email. Or just an additional button on the user management page that lets you trigger a resend.

This came up when I was setting up my families Immich. I backed up a bunch of my families individual photo libraries to their respective users, using throw away emails. Once I got everything working, and setup email notifications, I went to change their emails to ones they actually use. Since the user was already created, there was no way to send them a welcome email.
