[Feature] Time zone change without altering timestamp value

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature
When I change the timezone of a photo, the timestamp changes as well in the opposite direction. For example, a 12am UTC photo changes to 1am if I change the timezone to GMT +1.
This is undesirable if the photo's timestamp was correct, but the device just didn't encode the timezone in the photos, so I have to manually undo the changes (by changing the offset to -1 hours). It would be nice if this was just a toggle.
