[Feature] Support mainline RKNPU "Rocket" driver

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature
As of kernel 6.18, a mainline driver for the rknpu is available, however it is fundamentally different from the downstream one, so it would need to be implemented separately. I'm not really versed in this kind of stuff but I know it is in mesa 25.3 and that it can't be a drop-in replacement for the previous rknpu driver.
