[Feature] Setting for Concurrent uplaods on Android App

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

I just noticed that Immich is starting a lot of simultaneous uploads even when the connection is very slow. The result is now, that it currently tries to upload 11 large videos all night long. In the morning none of them will be finished and it tries the same thing again and again night after night and begins always from zero.

It would be nice if there is a setting in the app where I can configure the max upload concurrency. Even better would be if the app notices the slow connection and automatically scales down to a resonable concurrency.
