[Feature] Push notification when server is unreachable

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

Hi guys,
I think this is a pretty important feature to have so we can be aware if our server is down or unreachable.
Like probably many people that self-host our server we use reverse proxy or Tailscale to be able to use it outside of our own network.
So have a notification if the server is unreachable will be a must. If we are disconnected from our VPN or anything else make the app unable, we can get a notification and prevent our last picture to be lost.
