[Feature] Person merge should start with matching persons, not with tagged persons

I have searched the existing feature requests to make sure this is not a duplicate request.

The feature

In 1.124.0 you integrated a toggle switch for person merging.

The default use case for this feature is to merge best matching person to a tagged person.
I think you should start this page with this option, not with the already tagged persons.

Default page: Tagged persons
