[Feature] Option to store locked folder in a different place to the main library

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

I would like to be able to pick a different storage location for the "locked folder", so that private images can easily be stored elsewhere.

This would likely require an additional root storage folder (in addition to backups, encoded-video, library, profile, thumbs, and upload), called something like locked-folders, where each user's locked folder media could be kept.
