[Feature] Option to not use image cache if server is offline

The feature

Hello,

My family members take a ton of pictures, and immich is great for dumping all of the photos on their phones onto a disk, and having immich just load/sort them all via external library.

Privacy has always been a concern, because every now and then pictures are taken that aren't intended for public viewing.
This was previously not a concern, because if the app was opened outside of the house, it wouldn't load anything - no thumbnails, nothing.

However, that's now no longer the case with the automatic image cache, which shows thumbnails when offline. So now I have to tell/force my family members to log out before they leave the house, because I don't know if they browsed some picture with an id card or something embarrasing.

I'd like an option to use the previous behavior - not show any images at all if the server isn't reachable.
