[Feature] Option to Exclude Live Photos from Encoding

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request. • Yes The feature Hi, First off, thank you for your amazing work on Immich! It's been incredibly helpful, and I truly appreciate the effort that goes into its development. I wanted to propose a new feature: an option to exclude Live Photos (from iPhones) from being encoded. While I use the encoding feature to make videos smaller for better streaming when I'm outside, Live Photos are already small enough that encoding them isn’t necessary. A possible implementation could be a setting to skip encoding videos under a specific duration (e.g., n seconds) or below a certain file size (e.g., KB/MB). This would save processing resources and streamline the workflow for users who handle Live Photos. Do you think this feature could be added in a future update?
