[Feature] OCR hw acceleration for Rockchip boards

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature
Now that OCR is in, rk3588 (and similar) boards can either:
• run everything with armnn acceleration (then only few older smart search models are available)
• run rknn version but have OCR not accelerated.
Not sure if it's easy to enable also armnn only for OCR for the rknn docker container version. Alternatively, seems converting the models for rknn is feasible:
• • Supporting it on rknn would be nice, as by default for rk3588 2 out of 3 rknpu cores are idling anyway.
