[Feature] multiple transcoding targets?

I have searched the existing feature requests to make sure this is not a duplicate request.

The feature
Currently, there is no transcoding solution that works when using both an iPhone and an Android --- see #11689, #12730, #12828.
One nice feature would be to support multiple transcoding targets, for example, selecting HEVC for Android clients and h264 for iPhone and desktop. In addition to solving the mentioned issues, it would also improve user experience, as a more efficient codec --- hence, reduced bandwidth or better quality --- could be used.
In addition to different codecs, it could also be used for different quality settings, e.g., app could request low bitrate media on cell, high bitrate on wifi.
