[Feature] Moveable actions in bulk select popup

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

Using Immich on Android and just realised I've been deleting assets only on the server and not my device's local storage too.
When bulk selecting assets, the popup has the 3 deletion options but the one I would like to use is at the end and you have to scroll to it, if we could move these around to suit individual use cases I think would be a good idea.
