[Feature] Manually set refresh time for random photo widget.

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

essentially what the title says.
in the settings for the random photo widget you can set the amount of time a specific photo will stay up
and after the time runs out it selects a different photo
