[Feature] Machine learning jobs and thumbnail generation - smarter selection of which assets to process

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request. • Yes The feature Hi all, I had a bit of a scare today when I accidentally changed the smart search model, and discovered Immich deletes all the smart search embeddings in the DB when I do that. Since I have ~50k photos and am using a large model (ViT-H-14-378-quickgeludfn5b), this represented days of lost compute time. Thankfully, I was able to restore a DB backup without issue. This encouraged me to post this proposal, which I'd already been thinking about when playing around with settings in Immich.
