[Feature] Individually control each external library to enable or disable automatic library scanning

The feature
Some of my external libraries require automatic scanning once or even twice a day, but some external libraries do not require automatic scanning
The existing settings can only control whether all external libraries are automatically scanned on or off, and cannot control external libraries individually
