[Feature] Hide faces that only exist in locked folder assets

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

If the only photos you have of a particular face are in the locked folder, those faces will still show up in People along with the number of assets with that particular face in it (but the assets themselves will be hidden, aside from the person's thumbnail). It would be nice if faces that only exist in the locked folder are hidden from People.
