[Feature] Generate/Update SideCar file automatically if missing.

Hello,

could you have a job for generating a sidecar file for file who don't have a sidecar ?
Immich could initialize those file with existing metadata readed from exif metadata.

If file already exist and there is missing metadata found in exif, update sidecard file ?
