[Feature] Generate Thumbnails job should generate thumbnails for trashed files

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature


Currently when generating thumbnails (all or missing) trashed files are ignored. This makes it impossible to view trashed files if the admin regenerates thumbs or Immich is restored from a backup and the backup excludes the thumbnails directory (kind of indirectly documented [here]( Excluding the trashed thumbs is intentional.

Workarounds:
• Refreshing thumbnail on individual assets works for trashed assets, but that's cumbersome with lots of files
• Enable loading original image, but some may not be able to be displayed depending on browser, hardware, etc.
