[Feature] Frame-by-frame video seeking

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request. • Yes The feature The ability to carefully move frame by frame through a video. Mobile Other apps have various approaches to this - just dragging slowly across the timeline, or Samsung Gallery's approach of "zooming" the timeline if you long press it, allowing you to seek while showing each frame's timestamp in milliseconds. I feel that a good solution that would not require the addition of timeline preview images would be a virtual jog wheel of sorts, either as its own visual element or always available by making circling motions on the screen when a video is paused. Either that, or simple "frame forward - frame backward" buttons appearing when paused or in a specific frame-by-frame mode.
