[Feature] Force re-encode

I have searched the existing feature requests to make sure this is not a duplicate request.

The feature

There is already a button to "refresh encoded videos" however it seems to still follow the main server rules about what formats to not encode. I would like a button to FORCE an encode on a particular video regardless of the global encode rules.

Some videos i have are basically unusable due to seekability issues from bad or too high keyframe. My encode settings are for keyframe 1 as I'm willing to trade size for seek working. So for those videos that have issues even if they are correct format I would like a way to force them to be encoded to fix that key frame issue without having to download them do it separately and then reupload them manually
