[Feature] [FACES] prevent detecting too-small-faces

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature
Two ways how can be this done:
1. After grouping - remove a person, if a largest face for that person is not reasonably big
2. Let us prevent detecting small faces at all
- Let's say a model detects a face
- check if that face is reasonably big
- if not - ignore that face, or do not allow to group this face
- Even I cannot recognize these people, most often those are some unknown-background-somebody and I see no reason to include such small faces.
