[Feature] Extended policy for when a video should be transcoded.

The feature

In the administrator options under system settings, the system administrator can define a policy for when a video should be transcoded.

At the same time, the system administrator cannot define as part of the policy to convert only for files that are smaller than the resolution or bitrate of the selected setting.

In addition, if it would be possible to add an option to transcode only for the smaller ones of a length of X minutes/hours/seconds.

This option can be useful for servers with little processing power that want certain files to be transcoded.
