[Feature] Exclusion pattern descriptions

I have searched the existing feature requests to make sure this is not a duplicate request.

The feature

In relation to the release notes on 1.115.0, I believe it would be helpful to new users and those that tend to forget often, if there was an option to add a description to the filters.

For example, a user needn't add a description when making a filter themselves if they don't wish to, but it'd be very helpful if the default filters came explained - the two from the release notes as well as any future ones.
