[Feature] Enable/Disable and Drag-and-Drop Prioritization of ML URLs

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature
Description
It would be useful to have more control over the configured Machine Learning URLs without having to remove and re-add them.
Proposed Improvements
• Enable/disable checkbox for each ML URL, allowing servers to be temporarily excluded without losing their configuration.
• Drag-and-drop reordering to easily change server priority and fallback order.
Use Case
I have a local CPU-based ML server and a remote GPU-based ML server. I'd like to easily switch between them depending on the workload, while keeping both configured.
