[Feature] Disable "Play video thumbnail on hover" on server-side

The result is that quick scroll down can generate multiple GBs of traffic, which your device may or may not be able to keep up with gracefully. On a mobile connection, certainly not. Thankfully, this can be disabled at the user/client level under "App Settings" > "Play video thumbnail on hover". Good.
