[Feature] Disable "Play video thumbnail on hover" on server-side

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request. • Yes The feature When you scroll through your album on web, the "Play video thumbnail on hover" feature causes full videos to load in the background even if you very quickly scroll past them. The result is that quick scroll down can generate multiple GBs of traffic, which your device may or may not be able to keep up with gracefully. On a mobile connection, certainly not. Thankfully, this can be disabled at the user/client level under "App Settings" > "Play video thumbnail on hover". Good. The request is that this can be overridden at the server level, and applied to all users. Reason being, I have less than technical family members who use the server, and have a habit of scrolling down years worth of photos to get to a single thing. Inevitably this causes their instance to lock up while the server serves multiple GB worth …
