[Feature] Differentiated media upload rights on user level

The feature

I am requesting a feature that enables the selection of permissions for upload types, specifically images and videos, along with the ability to define a maximum file size for each. Additionally, I would appreciate the option to set a monthly upload limit as a safeguard.
