[Feature] Custom base URL for ONNX files

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

Basically what is suggested in

Allow users to choose where to download the models from.
At the moment, most of them are downloaded from modelscope.cn, which is unavailable for many users. However, exactly the same models can be downloaded from huggingface.co, which is available for almost everyone.

We just need to have an additional option to specify the base URL to use when downloading the ONNX files.
