[Feature] Constant transcode video bitrate

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

Currently, immich has option for transcoding videos to variable bitrate with CRF, and has option to specify max bitrate.
However, max bitrate isnt supported with crf in Intel QSV encoder. So when your internet connection where the server is has strict upload speed, you have to set the CRF to very high value, so that the video bitrate never exceeds the internet upload speed. And that way, the video always looks bad, both in static scenes, and in scenes with lot of motion and or detail.

A good enough alternative would be to allow to set constant video bitrate. That way the user could configure it for example to 8Mb/s bitrate, so for example in static shoots, the video quality would be good, and in motion it would be worse, but not as noticable since its motion.
