[Feature] Auto regenerate thumbnail and metadata for modified pictures in external libraries

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature
I use an external library for organizing Lightroom edited photos. Sometimes I override already exported photos with a new edit. The original photo gets replaced in immich thanks to the external library, but the thumbnail and metadata do not refresh automatically. I have to start the jobs manually. It isn't a big deal, but since Immich is already watching the filesystem for updates I was wondering if it's possible to detect when a file has been modified and send it for new thumbnail/metadata generation.
