[Feature] Allow faces UI features when recognition is disabled

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

I'd like to be able to use face features in the UI, when recognition module is disabled. Right now it seems some UI features are tightly coupled to face recognition being enabled.

The use case: external asset management (for example, Digikam) is used to manage faces / tags. Those periodically are synced to Immich via an API-driven script. Immich is used for sharing / presentation / etc, but the source of truth on faces and tagging stays external.

The current situation:
• people tags are applied and visible in individual photos
• access to people albums is only through individual photos
• the thumbnails for people albums are not generated
• the bounding boxes for individual people aren't shown in the photos
