[Feature] Allow disabling stretch overscroll/animations in general

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

Feature: An option to disable the stretch and bounce on overscroll animation or if that's easier, all animations.
If possible, this could also follow the system settings.

Background: I've always hated the stretch overscroll aka stretch and bounce thing android has been doing for the last few years, since android 12.
In fact, I have animations disabled in the system settings for this reason.
I literally hate this UI "feature" so much that I've opted to disable all animations, because there is no other way to disable it.

Basically, these are my people:
and I haven't changed my mind since then, despite always running the newest android release.
