[Feature] Add wording to explain the (sort by similarity) button in the 'Merge people' page

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature

There is this button with 2 arrows (highlighted in red). I never know what that was, and by luck I discovered that it sorts the people by similarity (great feature!). I then realized it explains that when I hover over the icon for about 3/4 seconds.

This feature is super useful on the merge page. In fact, sorted by similarity should be the default sort order when viewing this page. Makes more sense that way.

But more importantly, the current button is not self-explanatory at all. It would be better to just say in words 'Sort by similarity' instead of the two arrowed icon.
