feat: Share with partner, non-public users

I have searched the existing feature requests, both open and closed, to make sure this is not a duplicate request.

The feature
Sharing with a partner works fantastically well given the following constraints:
• public users set in server config,
• user one adding user two, and
• user two adding user one.
If, suddenly, the server loses the public users setting, the behavior becomes inconsistent:
• in web, user one and two can still see each other's shared photos, but
• in mobile (Android), there are no shared photos at all.
This has been reported [a couple]( [of times](
Following up on [this comment]( the feature request is the possibility to disable public users and just _enter_ the email address of the partner, so that users can still add each other as partner and continue sharing on both platforms.
