Allow non-admin users to manually scan their own external library

I have searched the existing feature requests to make sure this is not a duplicate request.

Hi all,
it would be really nice to allow users that don't have access to server administration to trigger a scan of their own external library on demand.
This could be in their account settings page somewhere.
Thinking about the 3 "scan" tasks (scan new, rescan all, force rescan), and maybe "remove offline".
