[Feature request] Per-panel variables

[Feature request] Per-panel variables: Due to the limitation of not being able to utilize template variables with alerting, it would be very useful to allow for variable declaration within individual panels. This would allow an admin to duplicate a set of panels which reference a $hostname, for instance, and change the variable assignment once within each individual panel to automatically change title, queries, etc.
