Fixing Widescreen Responsive in New Editor Top Bar (Related to #22432)

Describe the Problem The new editor top bar has now been made the default top bar in the latest update and it maintains an issue that it has had since first being introduced (which I wanted to report but could never find where to do so and then forgot about because of the ability to switch back to the old editor). When responsive options are one and widescreen is selected, the editor lengthens the screen out to what it would look like as widescreen. On a normal size monitor, this pushes the left and rightmost sides of the website off the screen and there is no way to get to them without going through the navigator (or structure now) or zooming the browser window out which has the side effect of shrinking everything on the screen. There is also no scrollbar to get to these offscreen sections, only an option to make the editor shorter.
