Announcement Bar update

Prerequisites • I have searched for similar feature requests in both open and closed discussions and cannot find an existing request. • I have verified that the feature is still missing from the latest stable versions of Elementor or Elementor Pro. What problem is your feature request going to solve? Please describe.. We use the hello bar for a client's website. The option that works best with the site header is to use the hello bar layout that is at the bottom of the page. Because it shows up every time a user arrives at the site or switches pages, it habitually blocks the terms & conditions statements. This is not ideal for our client. Describe the solution you'd like.
