Ally: Identify issues by level

Describe the Problem

Currently, Ally only shows the level (A,AA,AAA) of an issue once it has been fixed.

This makes it incredibly difficult to prioritise which issues to work on.

Propose a Solution

On both the Ally dashboard, and the Ally sidebar, issues should be tagged or grouped based on their level (A,AA,AAA) to allow developers to focus on A first, then AA, then AAA.
