Implement force-disable MFA for other users

As MFA is now introduced in 0.22.0 (not a fan locking it behind EE, to be frank), I can imagine being possible that users in companies forget or lose access to their MFA tokens/keys and not being able to login any further. Clicking through the UI I can't find a way to force-disable/reset MFA for specific users, should this happen. Might be useful to implement this.
