[Feature Request] Add comments by „Read only“ Members

Titel says it all. It would be awesome if read only members could create a comment on pages.

this would be helpful if someone reviews the information but shouldn’t be allowed to directly change it.

Currently read only members get the visible possibility to comment on existing comments but that also fails.
