Policy UX Enhancements for collection permissions management

Summary Improve the Policy permissions management UX. The current user experience when managing large numbers of collection permissions requires too many clicks and scrolls. Basic Example Policy converted from a v10.x Role that had a very large number of collection permissions configured:  Repeat as needed Motivation Although v11 policies introduces options to create policies with fewer collections in them, it is still possible and likely to create them with at least a few collections with the current scroll, add, scroll, ... functionality is a lot of extra navigation that could be improved by adding search, pagination, etc features to the UX.
